You can team up with another business owner and sell advertising space on your site.
These three things are all you need to set up your own eZine. Do not belittle these three things though, because several eZine publishers have made it big without having to shell out tons of money while in the process. These publishers have also made it through without having a website. So if they can do it, so can you!
